Regulations that govern how a clinic can communicate
The rules a clinic's WhatsApp, calls and reviews sit inside, in the order they actually happened.
Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002 notified
The ethics code doctors in India are bound by today (gazetted 6 April 2002). It predates WhatsApp, Google reviews and AI search, so none of them is named in it.

National Medical Commission Act, 2019 comes into force
The National Medical Commission replaces the Medical Council of India as the doctor-registration and conduct regulator; the 1956 Indian Medical Council Act is repealed.

Digital Personal Data Protection Act, 2023 receives presidential assent
India's first comprehensive data-protection law, covering patient WhatsApp numbers, phone numbers and health-related messages a clinic collects.

The 2023 conduct regulations are put in abeyance
Three weeks after being notified, the NMC held the 2023 regulations in abeyance and reinstated the 2002 regulations "till further notification", which is still the position as of the date this report was checked.

Meta moves WhatsApp Business messaging to per-message pricing
Meta retired conversation-based billing (one fee per 24-hour window) for business-initiated template messages worldwide, replacing it with a per-message charge by category and country. This directly affects the cost of any WhatsApp-based clinic tool.

WhatsApp marketing-message rates rise for India; billing moves to INR
Meta raised its India marketing-template rate and began local-currency (INR) billing for eligible India-based WhatsApp Business customers, with further authentication-rate changes for India taking effect 1 April 2026.

What this means for a clinic owner
Plain readings of the figures above. Each point rests only on numbers and rules already cited in this report.

Meta says WhatsApp had more than 500 million users in India by 2024, and that over 60% of its Indian users had messaged a business account by December 2023. For many patients, messaging a clinic on WhatsApp is already familiar.

Meta, not the clinic, sets what WhatsApp Business messages cost. It changed how messages are charged on 1 July 2025 and raised India's marketing-message rate on 1 January 2026, so the running cost of any WhatsApp-based tool can move on Meta's schedule.

There is no reliable public number on how patients across India choose between clinics online. The closest figures come from the United States or from Delhi-NCR alone, so treat any confident all-India claim with care.

India's official registers list about 13.86 lakh allopathic doctors, 7.52 lakh AYUSH practitioners and 4.06 lakh dentists. These are cumulative registrations, not a count of clinics in one town, so the picture in any one city will differ.

The conduct rules in force for doctors date from 2002. A 2023 rewrite was put in abeyance within three weeks, so the 2002 regulations, written before WhatsApp, online reviews or AI search, are still the ones that apply.

Patient phone numbers and messages a clinic collects digitally are covered by the DPDP Act, 2023 and its 2025 Rules, with obligations phasing in through about May 2027. Consent and storage are now a compliance question, not only good practice.

- Each figure below was checked against its cited source (or the most recent press reporting of a government document that could not be fetched directly) on 17 September 2026. Country and period are stated for every figure; nothing is assumed to be India-wide unless the source says so.

Limits of this data
- 1.Telecom regulator (TRAI) figures count subscriptions and connections, not unique people; one person can hold more than one SIM or broadband connection.
- 2.Where no credible India-specific figure could be found, a study from another country is used and labelled as such (see the local-search section); it is not a stand-in for an India number.
- 3.The patient health-information-seeking figures come from a single privately commissioned survey of five Delhi-NCR cities (IPNCI 2026), not a national or peer-reviewed study; they describe Delhi-NCR only.
- 4.Registered-doctor and registered-dentist counts are cumulative registrations on official rolls, not a count of doctors currently practising or currently alive; independent audits have flagged discrepancies between NMC and state medical council records.
- 5.AI-assistant usage figures (ChatGPT, Meta AI) come from company statements reported in the press, not from independent audits, and count weekly or monthly active users, which is not the same as unique lifetime users.
- 6.This report will read as dated within months. Meta's WhatsApp pricing in particular changes on a published schedule through at least October 2026 (see the regulatory timeline).
